taking out by her of letters of administration without

the unavoidable expense occasioned by the intermediary

of a Solicitor. In all cases in which letters of

administration are taken out, certain fees are payable

to Government; some of these fees are payable in

stamps, which, strictly speaking, should be purchased

personally by the applicant from the shroff or else-

-where and affired to the relative documents; others

are payable by way of embossed stamps to and at the

Treasury. These fees are not all payable simultaneous-

-ly: some, trifling amounts, being due immediately the

papers are lodged; others being payable synchronously

with the issue of the letters of administration; some,

such as the stamp fee payable on the swearing of an

affidavit, are fixed fees; whilst others vary with the

amount of the estate being proportionate to its value;

if the value of the estate is accurately known, the

total amount of the fees which are destined to becomƏ

due in connection with the taking out by an applicant

of letters of administration can be accurately estimat-

-ed in advance. In these pauper cases it was Kr. Alim

Khan's practice, after having obtained tue necessary

instructions from his superior officer, to prepare the

requisite documents for the applicant in the office; to

estimate the total amount of the fees payable by the

applicant in connection with the matter and to receive

from the applicant the whole of this amount, whatever it was; he then was in the habit of retaining these

sums until they were actually required to be paid out,

purchasing and affixing the necessary stamps and mak- -ing the other payments as they respectively fell due. Sometimes, owing to various normal reasons such as for

example the absence of satisfactory sureties, the

period which would, from the date of an application
